"Best" will be subjective
I tend to use the Ubuntu distro's as they are simple set up & use for desktops
12.10 is pretty reasonable

I'm using ubuntu 12.10 on an intel core i3 processor. For me the IDE keeps randomly dying. Getting ready to try alternatives.

I had the same problem with 2012r2.1 so I went back to 2012r1.2 and all is good.

I have that problem on Windows XP too. Every fourth or fifth time I click 'Run' pffft the IDE just disappears and I have to restart it.

It's been that way for several years and through multiple releases, it's just something I've learned to live with.

Moving back to 2012R2 fixed the crashing issue for me on Ubuntu 12.10. I've not had any problems with 2012R2.1 on Windows 7.

MS made some low level changes to their memory management library in Vista an many of the issues experienced in XP related to this disappeared
