I am looking for an api or something (Not A MBS plugin) that will make another window(1) stay above another window(2). I want to be able to click on window(2) and window(1) will stay above window(2). Does a thing exist?

Set the window property to frame 1 - movable modal and disable the minimize button. If you open such a window on top of a parent window, you can move the parent window behind it. This works for Ubuntu 8.10. I am ot sure about other distro's or platforms.

That's right, because the modal window has the focus. To use the parent's window, the modal window must be minimized or closed. I am no expert on this, but maybe you are looking for an MDI solution where you can have two windows next to each other?
