There's a sort of installer that can build a package of file to install on Linux (something universal accepted by all Linux version) ?

put simply, no, but if you provide it in a .deb form then it should be adequate if your aiming end users, and .rpm if its a server app.

There is always autopackage works well on deb format as well a rpm format distros.
Xaralx uses it and I've had no problems with either ubuntu or pclinuxos installing it.
