RBO files are generic containers for RealBasic classes, modules, etc. To import into a project just drop the RBO onto the project tab or use the File->Import menu item.

I've never used or heard of this class, so I can only suggest reading any accompanying documentation. Most likely, the class has been added to the list of controls available to be dropped onto a window in the window editor (you may need to tell the control list to show all available controls.)
