Generally, you only need to login to multi-user, client/server-type DBs, like MySQL (which you have indicated you have experience with)

In those cases you need to create user accounts for the DB system on the server. It's usually easier to use some sort of GUI for this (Navicat, eSuite, DBAdmin), unless you are comfortable with the command line. After the user has been created you can set the desired permissions.

For local (usually single user) DBs, if you anticipate multiple users you need to manage the users manually. I would imagine having a 'Users' table that stores usernames, passwords, and associated rights.
